Updates fcrepo4 image in compose file, etc.

  • Uses updated fcrepo4 image to support log level env var
  • Sets FCREPO_LOG_LEVEL in compose file
  • Sets SOLR_LOG_LEVEL in compose file
  • Skip release and deploy CI jobs on dependabot branches
