Implementing embargo message.

This displays a message when items and their components are embargoed; read and download permissions are blocked. Note to Cory: you may have opinions about where the message code should go (and where it should display, for that matter), and I'm happy to revise. I just haven't worked in this codebase at all, so don't have a feeling for it yet :-).
