Implements deployment of dev instance in OKD
Moves Apache build from CI pipeline to Helm chart
Adds image streams to chart and removes image copying from CI
Adds customizable timeouts to front-end route and front-end proxy config
Increases size of iipsrv cache to 512M and ttl to 30 days.
