Helm chart v1.0.0 - ready for production

This MR includes chart updates in preparation for migrating ddr-public to OKD.

Also included are a few optimizations of the app contributing to DDK-144, DDK-145, and DDK-146.

Profiling tools have been added to the development group in the Gemfile, as they may be useful going forward.
