Version 1.13.0 - Migrate AdminSet, Contact, Language, and RightsStatement off ddr-aux

Given that these collections are largely static (esp. Language and RightsStatement), the cost of serving them dynamically seems unjustified. Also, the nascent API work will benefit from being able to use this data statically, since the values can be incorporated into schema, validation, and documentation.
