Grouper tag in CoreSettingsForm

We comment out the menu links grouper tag. We are doing something different from Iain in the sense thatwe are using routing to put our Grouper tag into a Form, not a Menu. We think this is fine, but have commented it out and not deleted it in case we find anything that tells us different.
