Adds an onchange handler for the embargo months field that adds a message about the lift date. Note: this uses an absolutely filthy hack wherein an HTML field inserted into the "hint" for the embargo months field is the container for the lift date message. Barbaric, but since the forms are auto-generated from the config, there are no usable hooks in the code to attach such a message to.
