Rollback IIIF Image API from v3 to v2, pending further investigation. Fixes DDK-249, reopens DDK-206.

  • using v3 made images that are natively smaller than the size param constraint unable to load
  • revisit in future if !w,h becomes clarified in IIIF v3 spec and handled differently by IIP
