Fixed a bug and added items to embargoable.

This makes Items embargoable, meaning the embargoed? and embargo methods work correctly for them, and it's therefore easy to check on their status in DDR-Admin and DDR-Xenon. Since the "read" permission doesn't really apply to Items, this doesn't cause any problems. Also fixed a bug that happened with empty available dates.
