Adds Ddr::PolicyGroupService

David Chandek-Stark requested to merge policy-groups into main

The new service exists as a step in the migration to Policy Groups (DDR-2419). Note that the legacy service Ddr::GroupService is still the active service for campus group information.

Other changes:

  • Adds POST and PATCH methods to the API for creating and updating resources.
  • Adds ddr:roles:revoke task for removing roles assigned to specific agents (such as defunct groups and users)
